PAPS conducts outreach and consultation support activities in various locations where sexual exploitation occurs, such as on the streets of Tokyo and online. Outreach involves finding people caught up in sexual exploitation, providing them with the necessary information, medical support, assistance with daily life, and support for them to regain control on their own.

The youngest woman we reached out to was 10 years old, and we were able to intervene immediately when she was asked to appear in a pornographic video. We continue to do street outreach more than 100 days a year.

PAPS continues to work to help victims of digital sexual violence and exploitation regain control by providing outreach, consultation support, and requesting the removal of sexual images that have been distributed against their will.

Insufficient legal frameworks to curb digital sexual violence and sexual exploitation mean that sexual exploitation cannot be effectively tackled and trust in the legal system is eroded.

Sexual exploitation also exacerbates gender and social inequalities, as well as contributing to sexual violence and exploitation of the most vulnerable in society.

If the current situation of "a system where sex can be bought" continues, the human rights of people who are forced to sell sex will be violated and they will not be protected from social discrimination. As a result, they will be deprived of employment opportunities, medical care, and opportunities to participate in society.

Furthermore, treating women as sexual commodities not only undermines women's social status and dignity, but also serves as a factor in condoning the sexual exploitation of children (child prostitution and child pornography).

The culture of "sex can be bought" is pervasive in Japanese society. For victims of digital sexual violence and sexual exploitation, even if it is a crime, it is treated as their own fault, and they are deprived of the power to report the damage. On the other hand, the risk of arrest for perpetrators is low, and the number of new entrants increases, leading to rampant sexual exploitation.

In addition, sexual exploitation of women and children is commonplace around the world, and this problem is maintained and further strengthened by the huge profits generated by digital sexual violence and sexual exploitation. Changing this situation is not easy.

If everyone stops "buying sex" from today, we can end sexual exploitation in an instant. The root cause of sexual exploitation is the demand to "buy sex." If we just stop buying sex, we can solve the problem of sexual exploitation from that day on.
